How Donald Trump changed China’s approach to the world

CHINA’S leadership is mystified as to what US President Donald Trump will do next over North Korea. They’re not the only ones.

That’s according to Lowy Institute executive director, Michael Fullilove, and New York Times managing editor Joseph Kahn, who discussed the evolution of Asia policy under the Trump administration at a speech at the Sydney-based institute on Friday.
They told the audience Chinese leaders are unsure what to expect from the new US President and have been left guessing as to what is next move could be, particularly on North Korea.
The implications for Chinese foreign policy of this year’s 19th Party Congress in Beijing, and future developments on the Korean peninsula were also raised.
Mr Kahn said the elevation of Chinese President Xi Jinping to the country’s constitution was an extraordinary move.
This week the country’s ruling Communist Party formally lifted Xi’s status during the 19th Party Congress in Beijing. The authoritarian leader also secured a second term as head of the Chinese Communist Party, in a remarkable power grab.

The move set the stage for Xi to tighten his grip over the country while pursuing an increasingly muscular foreign policy and military expansion and alarmed experts who feared it was a huge step backwards for China.
Mr Kahn noted western companies and the media had been forced to make a lot of compromise entering the Chinese market and trying to overcome the “Great Firewall of China”.
He said this was an issue the west would continue to come up against. The audience also heard how the relationship between the US and China is critical to security and prosperity across the Asia-Pacific.

However, Mr Kahn said the North Korean crisis has left China wondering what Mr Trump’s next move will be.
During the election campaign Mr Trump declared China a currency manipulator, however he had declined to do so since taking office. He has also repeatedly called on China to increase pressure on North Korea over missile testing.
“Even Trump realises he can’t be everyone’s enemy at the same time,” Mr Kahn said.

Mr Trump’s “crazy diplomacy” may however have forced Beijing to take a good hard look at certain issues including its wayward ally even if his election has also created a lot of uncertainty for China, Khan said.
“They’re scratching their heads as to what his (Trump’s) bottom line is.”
The US President has repeatedly questioned China’s trade relationship and also appealed to Beijing to take a bigger role in reigning in North Korea following rising tensions over its missile program.
Mr Kahn said the Trump presidency has presented enormous challenges for the news media in ways few journalists thought possible.
This didn’t mean journalists would not question and investigate and “aggressively pursue” issues that were worthy of investigation.
The relationship between Beijing and Washington was also the subject of a new report released today by the US Studies Centre (USSC).
The report, Peaceful Erosion? Trump, China and the Dual Crisis in America’s Asia Policy, states rising Chinese power and ambition and America’s political dysfunction is threatening stability in Indo-Pacific Asia.
Report author David Shear, the former US Assistant Secretary of Defence for Asian and Pacific Security Affairs, warned Mr Trump has “deepened this crisis” while his foreign policy spats with regional leaders becoming “the stuff of legend”.
