The role is offered on a rotating basis, obliging the UK to take part and submit applications in December 2016 after the EU referendum.
A spokeswoman for the European Commission told Express.co.uk the decision was not made by Brussels, and instead was "a direct consequence" of the UK's "decision to leave the European Union".
The European Commission spokeswoman said: "There is nothing the European Commission can do about this".
MP Rachel Reeves and other UK representatives have demanded Britain be allowed to bid in a letter addressed to President of the European Commission Jean-Claude Juncker.
