Citing the French entrepreneur and “Father of Europe” Jean Monnet, the letter said: “If we could start the European unification again, we would start it with the culture.
“If that’s right, then we should be careful not to cut cultural ties now. 
“The application process offers the opportunity to counter euroscepticism in the cities.
“The exclusion of British cities sends a message that is heard not only in Britain, but throughout Europe.”

Dundee, Nottingham, Leeds, Milton Keynes, along with a joint proposal from Belfast, Londonderry and Strabane, were vying for the position in 2023, but were told by officials they will no longer be considered for the title.
The role is offered on a rotating basis, obliging the UK to take part and submit applications in December 2016 after the EU referendum.
A spokeswoman for the European Commission told Express.co.uk the decision was not made by Brussels, and instead was "a direct consequence" of the UK's "decision to leave the European Union".
The European Commission spokeswoman said: "There is nothing the European Commission can do about this".
MP Rachel Reeves and other UK representatives have demanded Britain be allowed to bid in a letter addressed to President of the European Commission Jean-Claude Juncker.

The letter said: “We find it inexplicable that the European Union waited until after the bids from the United Kingdom had been submitted before ruling them all ineligible, when it has been aware of the United Kingdom's decision since June 2016.
